Position Summary:

CHRIS 180 Migrant Wellness Program provides 24-hour care for unaccompanied children (UC) under the care of the Office of Refugee Resettlement (ORR) who are placed in residential care as they prepare for sponsorship. The program provides stabilization, behavioral support, comprehensive case management, educational services, daily living skills acquisition, recreational and therapeutic activities, and coordination of care. The Migrant Wellness Program provides a family-involved, trauma-informed, and strengths-based approach to care within residential communities throughout the Atlanta area.
The Program Manager is primarily responsible for the overall management of the programmatic, administrative, and operational systems related to the provision of care and services. In this role, it is essential to maintain program efficiency and compliance and communicate efficiently with key stakeholders. This position is expected to function effectively with minimal supervision while following the guidelines given on procedures, along with agency, state, and federal regulatory requirements. The position will require extensive knowledge of the policies of the Office of Refugee Resettlement (ORR). Role and Responsibilities:

The primary responsibilities include but are not limited to the following:

Provide supervision, directly for all residential staff including. Provide weekly individual and team supervision to staff. Work to build a cohesive team and maintain positive staff morale
Ensure staff are following ORR and LIRS policy and procedures and state licensing requirements
Participate in weekly case staffing meetings and resident meetings
Meet weekly with Lead Youth Care Worker, Youth Care Workers, and House Parents to be updated on client treatment and service plans and to provide consultation and direction as needed
Management and develop the staffing schedule for house parents, youth care workers, and lead youth care worker.
Oversee compliance with the policies and procedures that govern annual employee evaluations, employee leave requests, conference requests, timesheet management, and monthly reimbursement invoices
Assist in the development, update, and maintenance of program operating manuals
Maintain, enhance, and develop positive relationships with referral sources, state and federal agencies, and volunteer and community agencies
Ensure effective operations though selection, training, and orientation of new staff
Participate in on-call rotation
Attend local and national meetings that will enhance provision of services to UC
Ensure adequate coverage, staffing ratios and availability of services
Oversee and provide budgetary management of all federal and program specific budgets
Oversee the timely submission and preparation of documentation for services and funding opportunities
Maintain current knowledge of child welfare concerns, refugee and immigrant updates, internal and external issues, legislative trends, and best practices
Establish and maintain collaborative relationships with contractors, referral sources and partner agencies
Manage and monitor revenue and expenditures in accordance with agency policies and expectations
Explore program development and service expansion opportunities

Qualifications/Competencies:

Bilingual in English and Spanish preferred.
Three or more years of experience in program management or as manager of a licensed childcare program
Master's degree in social work or an equivalent degree in education, psychology, sociology, or other relevant behavioral science degree and over four (4) years of progressive employment with a social services or childcare agency OR a Bachelor's degree plus five (5) years experience in child welfare administration, child protective services
Must pass a criminal history screen, including state and local child protection agency registries

Schedule: On-Site
The hours will vary from week to week with a maximum of 40 hours a week at any given time unless written permission is given otherwise. The schedule will include weekdays, weekends, and holidays.
