Water Treatment Engineer

The Water Treatment Engineer is responsible for ensuring the quality and safety of the water supply by managing and coordinating activities related to water quality testing, process evaluation, and regulatory compliance. This position involves performing advanced chemical, microbiological, and physical tests and analyses of water and environmental samples. The Water Quality Assurance Officer will work closely with the Director of Operations to optimize water treatment processes, conduct research and pilot studies, and implement new technologies and procedures to enhance water quality. The role also includes preparing technical reports, maintaining effective working relationships with stakeholders, and leading public education and employee development programs related to water quality.

Essential Duties and Responsibilities:

Reviewing and evaluating process performance of the full-scale water treatment process for optimization and improvements. Performing process modeling, trending process performance, calculating cost, and determining feasibility of projects based on analysis of collected data. Make recommendations to improve or enhance monitoring, reporting, treatment processes and other plant operations as relevant.
Stays abreast of new and alternative water treatment chemicals, technologies, monitoring equipment, and software in the water profession and researches their applicability to the Authority's water plants.
Plans and directs research activities which will provide continuous improvement in water treatment involving source water, treatment, chemical application, microbiological monitoring, and other areas that affect water quality, treatment cost and efficiencies, regulatory compliance of current and upcoming regulations; participates in the development of programs for source water monitoring and evaluation.
Develops and designs pilot studies/projects, assembles the team and leads the effort to ensure the completion. Examples include evaluation of chemical effectiveness for each unit treatment process.
Coordinates implementation of research results and treatment studies in order to enhance the efficiency, productivity, and safety of water production.
Works with consulting engineers to perform large scale treatability projects.
Serves as the lead for research projects sponsored by various organizations (WRF, EPA, etc.) that the Authority has committed to.
Responds to data and information requests from all sources, either by customers, design engineering firms, vendors, and/or other interested parties.
Assists plant operations in exploratory work, provide technical assistance to troubleshoot plant treatment upset and research resolutions.
Assists in preparation of compliance reports, coordinating with other Divisions to gather information, compile data, upload to portal and file, as needed.
Develops, directs and participates in public education and employee development programs relative to water quality.
Plans and directs water quality activities to comply with current and proposed federal and state drinking water regulations and the internal standards of CCMWA.
Reviews and analyzes water quality studies and reports; reviews and comments on related rulemaking efforts and legislation concerning water quality issues.
Directs, reviews and analyzes the preparation of all water quality studies and reports.
As directed, represents CCMWA on water quality issues to regional and national programs such as the Metropolitan North Georgia Water Planning District (MNGWPD), CCMWA Customers, Environmental Protection Agency (EPA), in addition to acting as liaison to the Georgia Environmental Protection Division (EPD), and other regulatory agencies.
Plans and directs research activities which will provide continuous improvement in water treatment involving source water, treatment, chemical application, microbiological monitoring, ecological surveys, and other areas that affect water quality; participates in the development of programs for source water protection.
Assists in the development of operational procedures for treatment and distribution system maintenance which have water quality impacts.
Through use of executive summary, presentations, and verbal briefings, keeps management current on regulatory proposals and development of changes in drinking water regulations and their impact on treatment and distribution; emerging enhancements or technologies to achieve evolving water quality standards.
As directed, prepares annual budget requests, controls expenditures and submits recommendations for capital improvements.
Performs other related work, as needed.

Water Treatment Engineer Salary Range:

Min: $99,711 | Mid: $127,132 | Max: $154,552 annually.

Minimum Qualifications Required (Education, Experience, Skills and abilities):

Bachelor's degree in environmental engineering, chemical engineering, chemistry or other closely related fields, supplemented with extensive water treatment knowledge and experience.
Minimum of 10 years of experience as a water professional. Master's degree can substitute for 3 years of working experience.
Georgia Driver's License with a good driving history; a good driving record must be maintained to continue employment with the Authority.
Extensive knowledge of drinking water treatment parameters, process chemistry, regulatory and compliance requirements, hydraulics and transmission (distribution) system.
Knowledge of water treatment equipment, cost/benefit analysis and critical plant asset management.
Ability to analyze lab and operational data, present findings and provide recommended operational changes to meet regulatory requirements and goals.
Strong computer skills, capability to learn and use Excel VBA coding or other analysis software.
Proven ability to prepare technical reports on study results, review proposals and reports.
Maintains effective working relationships with Authority employees, vendors, and others encountered in the professional environment.
Experience leading and conducting water quality studies and analysis
Ability to provide leadership to water quality technicians and professionals in order to achieve established goals of department; analyze problems and instruct employees in analytical methods and testing procedures; communicate effectively both orally and in writing; establish and maintain effective working relationships with managers, employees, the general public, and federal, state and CCMWA customers/stakeholders.
