Project Overview:Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global
Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

Job Summary:In this role, you will conduct field investigations and client interviews to determine work scope and cost estimates for a project's electrical engineering aspects. You will lead design, development, modification, and evaluation of electrical components and processes. Your recommendations will resolve technical issues and ensure uniquely complex requirements of a project's electrical engineering aspects are met. #LI-ML1
Major Responsibilities: - Evaluates, selects, and applies standard electrical engineering methods, techniques, procedures, and criteria, using independent judgment in making adaptations and modifications
- Participates in the design, development and modification of components and processes used in the generation, manipulation, transmission, and storage of electricity utilizing relevant Engineering Department Procedures (EDPs), design standards and guides, and Bechtel Standard Application Programs (BSAPs)
- Coordinates work and collaborates with other engineering disciplines
- Coordinates electrical engineering efforts in assigned areas with specialty groups, engineering disciplines, the client, vendor, contractors, construction and other functional groups
- Prepares conceptual studies, designs, reports or proposals
- Provides technical assistance to other electrical personnel and will interact with project functions, the customer, and regulatory agency personnel in the resolution of complex regulatory issues and industry codes and standards
- Provides assistance to project and construction management in identifying and complying with project electrical requirements and in addressing issues as they arise during project execution
Education and Experience Requirements: - Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience
Additional Qualifications:
- E.I.T. / F.E. Certification is required.
- Registration as Professional Engineer is strongly preferred.
- ETAP calculation experience is strongly preferred.
- Previous experience on FEEDs or Project Proposals is strongly preferred.
- Previous experience preparing estimated quantities, jobhour estimates, and schedule planning is strongly preferred.
- Ability to develop innovative ideas to reduce project total installed costs (TIC).
- Ability to present technical design issues to the customer and supplier and the ability to recommend solutions based on knowledge and experience.
- Demonstrated depth & breadth of technical competency in at least one of the following subjects:
- Gas Insulated Switchgear, High Voltage Installations, Customer Owned High Voltage Transmission Lines, Prefabricated Substations, Electrical System Design and Analysis, Electrical Calculations (Load Flow, Motor Starting, Short Circuit, Harmonic Analysis, Transient Stability, Relay Coordination, Arc Flash), Protective Relaying, Power Management Systems, Power Transformers, High Power Adjustable Speed Drive Systems, Battery Energy Storage Systems (BESS), PV/Wind Energy, Microgrid Systems, etc.
Required Knowledge and Skills: - Practical work experience in design engineering or relevant equivalent experience in all types of engineering is sufficient to demonstrate competence as a trained engineer.
- Thorough knowledge of discipline engineering techniques, the design of engineered systems, and engineering and design calculations. Understanding of industry or regulatory codes and standards and design criteria pertinent to the particular engineering discipline. Broad knowledge of the application of engineering to plant constructability as applied to construction methods and materials. Understands the standard engineering work planning, scheduling and cost estimating.
- Knowledge of current computer applications for engineering and design including appropriate knowledge of CAD (both 2-D and 3-D) and CAE and relevant standard computer applications to perform the work. Understanding of engineering planning and control methods including computerized methods.
- Understanding of the roles played by other departments on projects including basic construction practices and the economics involved. Working knowledge of precedents in the specialty area, the principles and practices of related technical areas and of coordinating work with other technical disciplines.
- Skill in oral and written communication.
Specific experience in planning and executing greenfield or brownfield projects in one or more of the following market segments:
- Natural gas processing including liquefaction and regasification.
- Coal, gas or biomass to chemicals such as methanol and ammonia.
- Petrochemicals such as HDPE, LDPE, MEG, PET, PTA, PVC and others.
- Carbon capture and sequestration.
- Solar and/or combined cycle power plants.
- Hydrogen value chain including electrolysis, reforming, liquefaction, transportation and fueling stations.
- Offshore and onshore pipelines.
- Desalination, raw water, demineralized water and wastewater treatment plants.
- Familiarity with current process technologies and licensors associated with the above.
