The Department of Environmental Services (DES) is seeking a Transportation Systems Engineer to join our team! The Intelligent Transportation Systems (ITS) team within the Transportation Engineering and Operations (TEO) Bureau focuses on the design, analysis, and operations of traffic signals, streetlights, and ITS. This position is a unique opportunity to apply new technologies to transportation infrastructure to improve safety, operations, and efficiency. This position will work with the County’s Department of Technology Services (DTS) to apply networking, data management, asset management, and other principles of information technology to transportation systems.
Minimum:
Education: Bachelor's degree in Engineering (civil, electrical, computer science, computer engineering, systems engineering) or other applicable engineering discipline.
Experience:
Candidates will be hired at Engineer levels I, II, or IIII depending upon their ability to achieve the minimum qualifications experience and certification requirements, as outlined below:
Junior Level - Engineer I:
- No experience is required.
Journey Level – Engineer II:
- Significant professional-level engineering work experience post Bachelor's OR Considerable professional-level engineering work experience post Bachelor's plus at least 1 of the required certifications.
Senior Level – Engineer III:
- Progressively responsible significant professional-level engineering work experience post Bachelor's OR Significant professional-level engineering work experience post Bachelor's plus at least 2 of the required certifications.
(Progression through each level is part of a multi-grade career ladder and is based on a combination of education, experience and the achievement of competencies.)
Substitution: For Engineer levels II and III, some certifications can be substituted for some of the experience requirement on the following basis:
- Engineer II: 1 year of experience can be substituted for one of the following certifications/trainings:
- Arlington County Project Officer;
- VDOT Advanced Work Zone certifications; or
- Completion of 40 hours of FHWA, VDOT, NACTO, ITE, or UVA-TTA training
- Engineer III: 2 years of experience can be substituted for two of the following certifications/trainings:
- Arlington County Project Officer;
- VDOT Advanced Work Zone certifications;
- Completion of 40 hours of FHWA, VDOT, NACTO, ITE, or UVA-TTA training
Experience may not be substituted for the Engineering Degree requirement. A Master's Degree in Civil Engineering may be substituted for one year of Engineering experience.
Desirables: Preference may be given to candidates with experience in one or more of the following:
- Traffic management operations and planning, including ITS deployment;
- Basic computer programming principles;
- Reviewing studies, reports, and other technical documents;
- Presenting technical information to a non-technical audience in a professional setting; and
Knowledge of IT topics such as data management, security and networking, firmware/device configuration, etc.

The following licensure, certifications, or trainings may be required (or ability to obtain) based on assignment for Engineer II and III Levels:
- Arlington County Project Officer;
- VDOT Advanced Work Zone Certification; and
40 hours of FHWA, VDOT, NACTO, ITE, or UVA-TTA training.
A pre-employment criminal records check will be conducted. It may include checks of the following: criminal record, driving record, education, professional licensure, and credit history. You may be required to sign a release authorizing the County to obtain your background information.
The applicant must possess, or obtain by time of appointment, a valid driver license. The applicant must authorize Arlington County to obtain, or the applicant must provide a copy of the official driving record. Any offer of employment may be contingent upon a favorable review of the applicant's driving record.
Financial Disclosure – For positions requiring it, completion of the Commonwealth of Virginia Statement of Economic Interest form will be required of the successful candidate upon acceptance of employment and annually thereafter.
Additional Information
Work hours: Position is full time onsite, Monday - Friday, 8:00 am to 5:00 pm, with flexibility and telework options pending supervisor approval.
Work Schedule: This position is classified as essential and must be available to work as needed to support emergency operations. This may include working certain holidays, snow events, or emergency activations.
The official title for this position is Engineer I/II/III. Salary ranges for each level are as follows:
- Engineer I: $79,123.20 - $122,657.60
- Engineer II: $83,096.00 - $128,793.60
Engineer III: $91,644.80 - $142,043.20
Employees that are registered as a Professional Engineer (PE) will be eligible for a pay premium of $2,600 annually.
