The California Emerging Infections Program (CEIP) is a program administered by Heluna Health. It is one of twelve EIP sites nationwide, which serve as a national resource for surveillance, prevention, and control of emerging infectious diseases. CEIP functions under a cooperative agreement with the Centers for Disease Control and Prevention (CDC) and is a collaborative effort involving the California Department of Public Health (CDPH), the University of California, Berkeley, School of Public Health, and several local health departments.
Under general direction from the CEIP Data Modernization Initiative (DMI) Manager, the Data Engineer functions independently and will use a high degree of technical expertise to design, build, and maintain data infrastructure for CEIP. This position involves the development and implementation of CEIP’s data modernization initiative, including information systems and data management practices applied to clinical information. Works closely with CEIP, CDPH, and CDC deliver a transition plan and architecture needed for migrating portions of CEIP’s on-premises data infrastructure to a cloud-based platform and performs duties related to managing that cloud-based data infrastructure. The Data Engineer will collaborate with data content experts, analysts, informatics specialists, IT staff and other organization staff to design and implement proposed solutions and architectures that meet the needs of CEIP. This position requires strong programming (SQL, R, Python, and/or SAS) and informatics knowledge to support database design and data quality assurance and quality improvement projects.

ESSENTIAL FUNCTIONS
- Learn and assess cloud-based data lake and data warehouse infrastructure and functionalities.
- Create and program data pipelines between current CEIP, CDPH, CDC and other systems and the new infrastructure.
- Collaborate with informatics specialists and other IT staff to understand data needs and requirements and ensure that the proposed data infrastructure supports the organization's security and privacy standards.
- Partner with CDPH and CDC to outline a comprehensive transition plan that meets the needs of all teams without sacrificing necessary functionality.
- Develop the foundational framework for establishing an organization-wide data lake to optimize data pipelines, infrastructure, and workflows for performance and scalability.
- Identify specific deliverables and expectations for the transition by set scheduled dates and timelines.
- Knowledge of industry trends, best practices, and emerging technologies in data engineering, and incorporating the trends into the organization's data infrastructure.
- Provide technical guidance to other staff.
- Communicate effectively with partners at all levels of the organization to gather requirements, provide updates, and present findings.

JOB QUALIFICATIONS
Education/Experience
- Master’s Degree, MPH, or equivalent similar degree or experience and at least three years of relevant professional experience OR a bachelor’s degree in computer science, Information Technology, Data Science, or a related field and five years of relevant professional experience.
- Proficiency in programming languages commonly used in data engineering, such as Python, Java, Scala, SQL, or R. Candidate should be able to implement data automations within existing frameworks as opposed to writing one off scripts.
- Experience with Cloud Services, such as Azure or AWS.
- Strong understanding of and experience with cloud-based warehouses/data lakes including Snowflake and Databricks.
- Experience regarding engineering best practices such as source control, automated testing, continuous integration and deployment, and quality checks.
- Expertise in data modeling, ETL (Extract, Transform, Load) processes, and data integration techniques.
- Familiarity with agile development methodologies, software design patterns, and best practices.
Certificates/Licenses/Clearances
- SnoPro Advanced: Data Engineer or SnoPro Advanced: Architect certification preferred.

- Knowledge of applicable laws, statues, and policies regarding health information, including security, privacy, and management of confidential data.
- Experience working in local or state public health departments, preferred.
