SUMMARY OF RESPONSIBILITIES: This class is responsible for managing the Engineering Department in the Water Resources Division, in wastewater and water treatment, water distribution, and wastewater collection systems. Operating within the framework of policies established by the Chief Officer, independent judgement is exercised in determining operating methods and controls. Responsibilities include performing administrative and professional engineering work; driving/operating vehicles performing work assignments/responsibilities. Supervision is exercised over a staff of professional, technical and clerical personnel. On-call and extended hours may be required. Performs related work as required. EQUIPMENT OPERATED: Computer, calculator, communication, and other equipment, as required.
FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of safety rules, regulations, and procedures; thorough knowledge of engineering concepts/theory/practices and applications; thorough knowledge of design/specifications/practices of water and sewer line construction; thorough knowledge of the equipment/materials used in the construction/maintenance/repair of water and sewer systems and related equipment; thorough knowledge of management concepts/practices; good knowledge of applicable computer systems/software; ability to communicate effectively, both orally and in writing; ability to research/plan/coordinate/project/ schedule/prioritize work; ability to prepare and maintain reports/ records; ability to manage/supervise people and multiple projects; ability to maintain effective working relationships with customers, the general public, all levels of employees, officials, and contractors.
MINIMUM QUALIFICATIONS: Graduation from a four (4) year accredited university/college with a Bachelor’s Degree in Civil Engineering and a minimum of ten (10) years of progressively responsible engineering experience working in/for a water utility which includes four (4) years of supervisory and/or engineer in charge responsibilities.
SPECIAL REQUIREMENTS: Must possess a valid North Carolina Professional Engineer registration, or obtain a valid North Carolina Professional Engineer registration within six (6) months of employment in the position. Must possess/ maintain a valid North Carolina Driver’s License.
PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position.

PROTECTIVE EQUIPMENT: As required in the Public Works Commission’s Safety Manual.
