The City of Monroe has a population of 36,392, and is the county seat of Union County. The historic Victorian Courthouse, built in 1886, sits magnificently atop a central square and draws attention from every direction. To the north lie County and City government buildings - to the south, quaint downtown shops, restaurants and businesses. Several fountains and small park areas are part of the downtown landscape. A thriving Highway 74 Corridor is where most major restaurants, hotels, and shopping are found. The City of Monroe is also home to the Charlotte-Monroe Executive Airport.
The City of Monroe operates under a Council-Manager form of government. The City Council sets policies and enacts ordinances, which are carried out under the City Manager's direction. The City Council is comprised of an elected Mayor and six council members. The City has approximately 500 Full-time and 200 Part-Time employees within the following department: Administration, Communications and Tourism, Downtown and Facilities Maintenance, Economic Development, Energy Services, Engineering, Finance, Fire Department, Information Technology, Parks and Recreation, Planning, Police Department, and Water Resources.

GENERAL DEFINITION AND CONDITIONS OF WORK
Performs difficult work managing and directing the administrative staff and support functions of the Water Resources Department. Work is performed under the general supervision of the Water Resources Director. Supervision is exercised over direct report staff.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires stooping, kneeling, crouching, reaching, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
ESSENTIAL FUNCTIONS/TYPICAL TASKS
Managing and directing administrative support functions for Water Resources Department to include human resource functions, budget administration, budget tracking, and departmental procurement needs. Oversees business systems software projects as needed. Supervises and coordinates work activities of assigned administrative staff; assigns work, monitors status of work, and inspects completed work for accuracy. Assist with hiring, progressive performance management, termination, and promotional opportunities; evaluates staff performance, mentors staff, and aids with career development. Assist with budget preparation, routine analysis, provides budgetary oversight, monitors appropriations, encumbrances, and allocations as well as external customer billing utilizes department software systems. Creates, generates, and compiles data to support service level changes and adjustments. Generates complex, detailed reports of operational productivity. Provides leadership and liaison functions with other divisions, City departments as well as community organizations. Attends City Council meetings as necessary. Assists in implementing department goals, establishing objectives, effecting strategic plans, and leading efforts in benchmarking, time studies, and complex cost analyses. Facilitates complex purchases that require assistance from Purchasing, City Manager or City Council approval. Handles division contract administration, and coordinates capital equipment purchases and maintenance and support agreements. Analyzes statistics; tracks costs; tracks and monitors & balances performance metrics. Evaluates work processes, procedures, organizational structures, resource needs, and overall administrative staff productivity. Assists management staff in resolving issues that arise between operations and support staff. Participates in emergency response to provide operational support as needed. Performs other related job duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
Comprehensive knowledge of functions of the water and sewer utility; ability to identify and define problems and develop appropriate solutions/recommendations;; ability to plan/prioritize/assign and monitor workflow to ensure the quality and quantity of work meets standards, deadlines for deliverables, and departmental goals/objectives; Must have thorough knowledge of financial principles and practices, purchasing/contracts as it pertains to state law as they relate to municipal utility operations. Must have thorough knowledge of business administrative processes and procedures. Must have the ability to establish and maintain a work environment to enhance both employee morale and productivity; ability to maintain sensitive, detailed records and strategic filing systems to generate reports from such records as needed; ability to establish and maintain effective working relationships with co-workers, Public Officials, City staff, Contractors, and the public.
EDUCATION AND EXPERIENCE:
Any combination of education or experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Public Administration, Business Management or related field and extensive experience in business administration.
SPECIAL REQUIREMENTS
Possession of an appropriate driver's license valid in the State of North Carolina.
Ability to obtain North Carolina Notary Certification within twelve (12) months of hire date.
