This position is located in the Bureau of Overseas Buildings Operations, Program Development, Coordination and Support Directorate, Office of Project Development and Coordination, and may be organizationally located in any Division of the office. PDC provides project management for all capital and major rehabilitation construction projects.

Duties:

As an Architect assigned to the Project Management Unit of OBO/PDCS/PDC, the contractor serves as Project Manager responsible for providing leadership, management, technical engineering/architectural direction, planning/programming, design, guidance and advice on assigned projects, leading project development in awarding new capital and non-capital projects , and, following contract award and mobilization of the field team overseas, leading Washington-based teams in support of the field operations that are managed by the Office of Construction Management. In furtherance of these responsibilities, the contractor performs a wide range of tasks and assignments that typically include, but are not necessarily limited to the following:

- Oversees the work of project teams as assigned, and is responsible for communicating team objectives, mission, goals, problems to be solved, milestones, and procedures; prepares reports and represents the project team in dealings with the customer and other OBO elements to include Post management and Ambassadors. Provides leadership to the team in exploring alternatives in methods or procedures, and provides weekly and monthly reports to the supervisor on team and individual work accomplishments, problems, progress in completing tasks and work processes;
- Coordinates and reviews the development, compilation and approval of project specific architectural/engineering criteria; leads the development of project scope, schedule, and budget; ensures the requirements of all project stakeholders are identified and included in the planning documentation; prepares or coordinates the preparation of detailed schedules for assigned projects;
- Provides Course of Action documents outlining the execution strategy, assumptions and risks for each project and develops an Acquisition Plan/Strategy for the procurement of design and construction services. Develops scope of work for Architectural-Engineering (A/E) and Design-Build (D/B) contract Request for Proposals (RFP) providing input to the contracting officer for technical evaluation during the procurement of services;
- Manages the OBO project team in the preparation of design development for the Department's overseas facilities; coordinates project requirements with the other agency staff and subject matter experts including architects, engineers, interior designers, security specialists, and cost managers, and acts as the team lead for the broad team of subject matter experts working towards a common goal;
- Manages design phase activities including pre-design conferences, site surveys, design reviews of A/E contractor submittals, senior management reviews, pre-bid site visits, and bidding inquiries during the RFP phase. Serves as Contracting Officer's Representative (COR) as assigned by the Contracting Officer (CO) to ensure that contracts are properly monitored, administered, and executed; develops construction contract RFP and manages solicitation and award in coordination with CO.

Basic Requirements:

A. Degree with architecture coursework - To be acceptable, the degree must be in architecture; or in a related field that included 60 semester hours of coursework in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional architect, and (2) a good understanding, both theoretical and practical, of the architectural sciences. The adequacy of such background must be demonstrated by ONE of the following: 1. Related curriculum - Degree in architectural engineering may be accepted as satisfying in full the basic requirements provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A immediately above. Experience - An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

Qualifications:

IN ADDITION to meeting one of the basic qualifications requirements listed above, the applicant MUST have at least 1 full year of specialized architectural experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service. Qualifying specialized experience must demonstrate the following:

***Experience in managing a project team in the preparation and execution of design and construction contracts and Request for Proposals (RFPs), designs and/or large major building renovation or new construction projects.

***Experience in applying, advanced principles and practices of multi-disciplinary teams (i.e., civil, industrial, electrical, or mechanical), sufficient to serve as recognized expert and authority in the design, construction, renovation, or improvement of high dollar, complex facilities.

*** Experience in the management of complex technical projects in design or construction, with special emphasis on international projects.
