Duties & Responsibilities
Purpose
Perform all activities necessary for Safety, Health and Environment Officer.
Functions
• Discipline Inspectors Safety Health and Environment Officer (Onshore) shall include (but not be limited to):
SHE Inspections Including
• Oversight and guidance for SHE regulatory compliance and performance during the installation and construction phases.
• On site safety awareness and safe performance with Contractors supporting Project Management Teams.
• Facilitate Safety Observations/IIF program and cascading of periodic safety campaigns throughout the projects.
• Actively perform management site SHE&S inspection tours and daily site walkabouts to provide visible management participation and support the Projects SHE&S culture.
SHE Training Including
• Support and or conduct SHE&S Toolbox meeting with contractor's teams and Project Team members.
• Develop the safety campaigns, support the implementations at sites and facilitate HSE training and orientation requirements to ensure the project operates within HSE requirements, deliverables and expectations.
• Coordinate SHE&S related trainings as per the competency matrix and ensures accurate records are maintained.
• Provide SHE&S leadership and support to Contractors and Sub-contractors SHE networks with emphasis creating a Safety cultural environment.
• Provide analysis of all unsafe behaviors and condition data proposing trends improvement actions.
SHE Monitoring including
• Audit and monitor site construction activities at regular intervals in order to identify any unsafe acts, verify whether safe working practices are being adhered to and to ensure Project Safety procedures are being complied with.
• Observe contractor/subcontractor SHE is staffing and experience levels and projects safety effectiveness reporting to the SHE Lead in the event of deficiencies.
• Examine safety trends and monitor/review behavioral safety, safety observations, and project safety culture to proactively address safety risks.
• Monitor the project and contractor's behavior programs.
• Assist with formal investigations into safety incidents and ensure root causes, corrective actions and preventive measures are recorded and shared for wider learning.
SHE Reporting including
• Analyze safety performance, track, and report HSE performance metrics (leading and lagging).
• Daily PTW reviews and supporting documentation.
• Any activity not immediately endangering personnel but not in line with Project Procedures, SHE Regulations, or International Standards shall be immediately communicated to the SHE Lead or concerned Manager.
Key Job Accountability for Ser. SHE Officer (Onshore) shall include (but not be limited to):
• Provide oversight and guidance for SHE / regulatory compliance / performance during the construction and installation phases.
• Champion on-site safety awareness and safe performance with Contractor and among the Project Team; Support SHE&S Toolbox Meetings with Contractors' team.
• Monitor Contractor's activities for compliance with Contractor approved Project SHE procedures, during installation phase, liaise with Company team, Contractor, sub-Contractor, vendor suppliers as needed; develop strong working relationships with Contractor and Subcontractor SHE personnel.
• Liaise daily with Contractor SHE Officers to ensure the effective implementation of all Project SHE&S requirements, monitor daily the Contractor's activities and performance and report to SHE Lead/Head the safety performance and the data related to Contractor compliance with the Financial KPIS requirements; coordinates delivery of specific SHE&S related trainings as per the Competency Matrix and ensures accurate records are maintained; monitor Contractor/subcontractor SHE staffing and experience levels and effectiveness. Reports to SHE Lead/Head in case of deficiency.
• Enhance at Project package locations, the risk awareness and support / monitor the Project Behavior programs by ensuring at least 90% availability on site; provide leadership and support to Contractor and sub-Contractors SHE networks with particular emphasis on less empowered and experienced SHE Officers.
• Review with Project Package team and Contractor, at Contractor sites, the On-Job Training sessions for the benefit of the workforce; Implement IIF Cards (or equivalent) and support Contractor for deployment at work site.
• Ensure with Contractor SHE teams the correct implemented Life Saving Rules Program (or equivalent) at Contractor work sites and intervene, record and report to SHE Lead/Head when violations are observed; analyses all unsafe behavior and condition data and propose trends improvement actions.
• Perform daily inspections using "safety tools" (e.g., JSA's Method statements, PTW, lists); Check regularly the Actions Tracking Register and advise the SHE Lead/Head on actions closure progress.
• Daily PTW review to ensure all PTW's and supporting documentation requirements are fully and properly implemented; participate in incident investigations and provide information to the SHE Lead/Head and or Project Manager and lead any incident data analysis and trends identification.
• Any activity not immediately endangering the personnel but not in line with Contractor Project Procedures, not respecting the country SHE Regulations and not in line with International Standards shall be immediately communicated to the Contractor SHE Officers or Construction supervisor for immediate corrective action.

Ensure that the Safety policies and procedures are understood and adhered to so far as is reasonably practicable in order to ensure a safe working environment.
Other
Carry out work in accordance with the Company Health, Safety, Environmental and Quality Systems.
Perform the assigned tasks with due diligence regarding the Integrated Management Systems on the Company.
Eliminate waste of whatever form, to suggest the use of more environmentally friendly substances and practices and contribute to the continuous improvement of the environment.
Qualifications

ESSENTIAL
- Code knowledge of ISO 14001 and OH & SMS 45001.
- Safety related Diploma or Professional Safety accreditation (e.g. NEBOSH Oil & Gas or General Certificate - Grade bypass - Credit - Distinction achievement).
- Minimum 7 years' experience in a Brownfield or Greenfield Oil and Gas Project or Oil and Gas Operating Company.
DESIRED
- 10 years' experience in a Brownfield or Greenfield Oil and Gas Project or Oil and Gas Operating Company.
- Internal Auditor for QEHS Integrated Management System (ISO 14001 and OHSAS 18001). Institute of Safety & Health (IOSH) Technical level 3 minimum.
Education and/or Experience
Minimum of 7 years' experience in a Brownfield or Greenfield in Oil and Gas Project or Oil and Gas Operating Company
Computer Skills
To perform this job successfully, an individual should have complete knowledge of Microsoft Office.
