Government Affairs & Compliance Officer (GACO)
The Government Affairs & Compliance Officer (GACO) for Blue Cross Blue Shield of Wyoming (BCBSWY) will provide a critical role in monitoring regulatory developments, managing compliance programs, and representing BCBSWY’s interests in local, state, and federal government affairs.
This position requires a capable understanding of regulatory health insurance frameworks, a strong background in policy and government relations, and exceptional communication skills. The ideal candidate will be proactive, analytical, and skilled at building relationships with legislators, regulators, and other key stakeholders.
The GACO will be accountable to: 1) develop, implement, and monitor compliance programs to ensure BCBSWY adheres to applicable state and federal regulatory requirements; 2) represent BCBSWY in discussions with legislative bodies and regulatory agencies to keep current with any legislative developments impacting the health insurance industry; 3) collaborate with internal departments to interpret regulations, assess impact, and ensure alignment with organizational goals; 4) oversee risk assessments, compliance audits, and regulatory reviews to address potential compliance risks and recommend strategies for mitigation; 5) build and maintain relationships with government officials, industry associates, and community leaders to advance BCBSWY policy priorities and corporate objectives; and 6) develop and conduct training for employees on regulatory compliance and legislative matters affecting health insurance.
To excel as the GACO for BCBSWY an individual must be able to combine a proactive approach to regulatory compliance with a strategic understanding of government relations. The successful candidate will need to foster a culture of compliance and integrity with the organization by clearly communicating complex regulatory requirements to internal stakeholders to empower teams to integrate compliance into daily operations. Building trust and collaboration across departments will enable the GACO to implement compliance programs that are practical, efficient, and aligned with BCBSWY’s mission and purpose.
Juris Doctor (JD) degree required and must be admitted as a member, in good standing, of the Wyoming Bar. Five or more years of professional work experience is preferred. Work experience should include adherence to established protocols and compliance with industry standards of practice. Knowledge of HIPAA, ACA, MHPAEA, Wyoming Insurance Code – Title 26, and other state and federal health insurance related laws is required.
Occasional work during evening and weekend hours will be required. Moderate travel should be expected.

Our positions are all based in Wyoming. Depending on the department and the position, eligible employees may be offered limited In-Office/WFH flexibility (for those positions that are offered limited WFH, there will be a required number of In-Office days per week/month depending on department). Executive level employees are required to reside full-time in Wyoming.
