Responsibilities
- Leading or facilitating the leadership of a team to develop defensible time phased, risk adjusted, documented life cycle cost estimates.
- Engaging with the customer in such a way as to facilitate a sound analysis and reflect well on the team and the company as a whole.
- Exercising leadership skills within the analysis team to facilitate a sound analysis and development of team members to their fullest extent.
Skills Required
We are seeking multiple highly motivated individuals with a strong work ethic to work closely with our Government client. Successful candidates will have excellent communication, quantitative, research, and analytical skills and the capability to lead or principally contribute to large and difficult projects.
Requirements include:
- At least 7 years of government acquisition experience and knowledge of Federal contract requirements.
- Demonstrated mastery of applying broad mathematical, statistical, econometric and other scientific methods and techniques to formulate, test, and evaluate new cost estimating and analysis theories.
- Demonstrated experience in creating and maintaining databases and working with spreadsheets and complex models. Demonstrated knowledge of IT software used throughout the government for cost and economic analysis. This includes knowledge of applicable high level languages, programming, and systems knowledge of major software elements and fundamental data management methods used throughout DHS.
- Knowledge of DHS systems, and software will be more favorably evaluated.
- Demonstrated knowledge of the business and financial impacts of alternative procurement approaches.
- Demonstrated knowledge of business, industrial practices, market trends and conditions, and relationships among development, testing, product, and marketing costs in order to determine their effects on complex multi-year programs involving business.
- Demonstrated ability to work in a dynamic work environment and ability to coordinate and perform multiple assignments.
- Demonstrated analytical, creative, and effective problem solving skills.
- Possess excellent communication skills - both written and verbal.
- Possess a Government or industry standard cost certification. Examples include: CCEA certification from the ICEAA, Professional Level Certifications (e.g. CCP, CEP) from AACE International, and/or DAWIA or DHS Cost Estimating certifications.
- Demonstrated capability to work independently to resolve complex issues.
- Experience using Crystal Ball is desirable.
- Effectively use ACEIT and apply it to systems cost analysis, cost-engineering analysis, and financial management.
- Bachelor's Degree or higher with 24 semester hours in quantitative analysis courses.
- U.S. Citizenship required. Ability to obtain and maintain a security clearance.
Education
Bachelor’s degree required, preferably in math, engineering, business, or the sciences.
