Provide commissioning expertise and coordinates commissioning resources for the development of commissioning related deliverables, including participation in constructability, operability activities and engineering design reviews.
Responsibilities - Reviews contractual documentation.
- Reviews engineering documents to ensure that the commissioning & startup requirements are accounted for in the design.
- Prepares and keeps up to date the pre-commissioning and commissioning execution plans (including the schedule and the mobilization of personnel and equipment).
- Supervises the preparation of the pre-commissioning and commissioning procedures.
- Supervises the preparation of the performance test procedures and of the operating manuals with the process team.
- Assists procurement group for the definition of vendor assistance.
- Assists subcontract group for the scope definition of work contractors.
- Ensures the execution of pre-commissioning, commissioning and start-up.
- Prepares the commissioning progress reports to the project management and to the commissioning department.
- Ensures the preparation of final reports and certificates.
- Ensure a safe work environment by acting in compliance with Vestas Offshore Wind's HSE requirements
- On-site supervision of new supervisors and technicians
- Carry out WTG completion and start up
- Troubleshoot, operate and maintain WTGs
- Identify, register and handle deviations
- Maintain turbines and equipment
- Ensure that the commissioning scope is delivered and integrated in the overall project plan, commissioning tasks are performed in a safe and timely manner in accordance with the contract, budget and time schedule, and plant start-up, testing and commissioning procedures are executed in a standardized method and observations/results are documented in a consistent format.
- Start-up and commission responsibilities will at a minimum apply to the following facilities/equipment within wind power plant: mechanical completion review, interlocks verification, step-up transformers, wind turbines, Scada, O&M Building and HV transmission line.
- After the turbine is erected on site, plan and direct all technical resource activities related to the turbine mechanical and electrical completion, to ensure that the WTG is fully terminated for the commissioning stage.
- Plan and coordinate all technical resource activities related to the turbine commissioning, warranty, parts and tool management with special focus on the planning commitments made.
- Provide support during the assembly and the quality check for the components in the assembly plants.
- Setting the wind farms communication systems, hardware and software in collaboration with the IT and engineering departments.
- Ensure flawless execution and seamless transition from Commissioning to O&M.
- Anticipate and direct timely and effective responses to problems, ensuring that overall installation and operations are conducted in accordance with company policies and procedures, comply with all applicable regulations and fulfill quality, schedule and budgetary requirements while maintaining innovative customer satisfaction.
- Guarantee the fulfilment of EHS rules on site and comply with EHS policy.
- Cooperate in combating any emergency that arises.
- Immediately report failures, deficiencies, or any situation detected and that may pose a risk to people and anything that might involve some uncontrolled risk.
- Report any accident or incident is detected, helping as needed in the subsequent investigation of it.
Qualifications - Bachelor's degree in electrical or mechanical engineering or Electro Technical Officer (ETO) STCW III/6 or Chief Engineering officer STCW III/1 or STCW III/2.
- Minimum 5 years Engineering experience or other related field on offshore industry including a minimum 3 years of experience in power electrical system.
- Experienced with Regulatory compliance management (Flag, Class and Navy) and GMDSS.
- Proficiency in English (fluent - speaking and writing)
- Systems application experience and knowledge a must (SAP MM module is highly desirable or other ERP).
- Experience in offshore industry projects site construction, with multinational team and subcontractor workforce.
- Experience in design, commissioning and service of power conversion systems.
- Good inter-personal and communication skills, be numerate and literate. Effective IT skills and the ability to work with minimum supervision is essential.

- Ability to organize and coordinate cross functional teams required to work efficiently during a project's start-up, testing and commissioning phase.
- Ability to establish and leverage relationships with key stakeholders to proactively initiate requests for support from targeted internal and external subject matter experts needed to address plant startup and commissioning requirements.
